XRPL validator Vet argued that simply giving users access to the <a href=\"https:\/\/xrpl.org\/docs\/concepts\/tokens\/decentralized-exchange\" target=\"_blank\" rel=\"noopener nofollow\">XRP DEX<\/a> should not trigger registration, since the interface is not holding funds or carrying out trades itself.<\/p>\n<blockquote><p>\nOn <a href=\"https:\/\/x.com\/Vet_X0\/status\/2043830992712929632?ref_src=twsrc%5Etfw\" rel=\"nofollow\" target=\"_blank\">X<\/a>, Vet called the development \u201cextremely good news for DeFi on XRP,\u201d citing the XRP Ledger\u2019s built-in design.\n<\/p><\/blockquote>\n<p>That reading matches the general direction of the SEC statement, but it is still an interpretation, not a formal exemption.<\/p>\n<p>Reports point to the ledger\u2019s design as a reason <a href=\"https:\/\/ripple.com\/lp\/institutional-defi-portal\/\" target=\"_blank\" rel=\"noopener nofollow\">XRP DeFi<\/a> could move faster than many other ecosystems. Because the network already handles routing and settlement at the protocol level, front-end builders may have less work to do than on chains where liquidity is split across many separate venues.<\/p>\n<p><img decoding=\"async\" class=\"size-full\" src=\"https:\/\/www.tradingview.com\/x\/0USpxJxY\/\" width=\"1634\" height=\"951\" loading=\"lazy\" \/><\/p>\n<h2>What The SEC Drew The Line Around<\/h2>\n<p>The SEC staff statement is narrow. It covers interfaces that let users prepare crypto asset securities transactions through a self-custodial wallet, while staying away from solicitation, custody, trade execution, and order routing.<\/p>\n<p>It also says such providers should rely on objective, pre-disclosed parameters, offer users control over defaults, and disclose material facts about fees, conflicts, and the limits of the interface.<\/p>\n<p>The statement goes further by saying a covered interface should not comment on routes, claim a route is best, or exercise discretion over the market data and transaction details it shows. It also says the provider\u2019s compensation must be fixed and product-agnostic, with no payments tied to the size or outcome of individual trades.<\/p>\n<p>Those conditions matter because they set the boundary between a software tool and a broker-like service. For XRP developers, the point is not that the <a href=\"https:\/\/www.sec.gov\/\" target=\"_blank\" rel=\"noopener nofollow\">SEC<\/a> has blessed the XRPL outright.
